Come hear him tell us about the latest news regarding the City of Los Angeles. Dennis Zine is in his third term as City Councilman; and he is a police officer, now on reserve. So he is very knowledgeable about what is happening in “City Hall”.

There is the money crisis. There is the water crisis. There is the gang crisis. There is the illegal immigration crisis. There is Jamiel’s Law that the City Council shot down. So there is a lot to talk to Dennis about.

Do come with your questions and concerns. This is a give-and-take kind of get-together.

Here we are again !

After our great General Meeting from June 17 2009, and a busy year, I think we ought all to be ready for the hot summer in July and August coming up.

Thank you to all in attendance at our June meeting - guest speakers, members, associate members and guests. Your contribution, participation and interaction proved again the motivation of the club members.

It was a pleasure and honor to have in attendance special guests Matt Robbins, Political Director of the CRP; Jane Barnett, new chairwoman of the LA County Republican Party; long time GOP activist and leader Lori Boehm with the campaign for Meg Whitman candidate for Governor in 2010; Mark Reed, Republican Candidate for the U.S Congress of the 27th District 2010; and finally young student Republican from Temecula, Justin Markowitz, 19 years of age and registered to attend CSUN this Fall. One of his goals is to start a student College Republican group on the campus since it does not have one.

Also in June we had a very successful evening meeting at Barbara and Duane Cirk’s home. John Sullivan’s movie “Expelled” was very good and many Q’s and A’s were answered by John very intelligently. We missed many of you dear members, and I encourage you to consider attending future evening meetings. We are very proud and appreciative to have Barbara and Duane offer their beautiful home and host our evening meetings. THANK YOU, Barbara and Duane Cirks!

4th of July, our Nation’s 233rd Birthday, Independence Day, celebrates the BIRTHDAY OF THE UNITED STATES OF AMERICA! This is the national holiday of the United States of America, commemorating the signing of the Declaration of Independence by the Continental Congress on July 4th 1776, in Philadelphia, Pennsylvania. This is a time for RED WHITE AND BLUE, a time for Picnics, Parades and Marching Bands, and surely a time for beaches, swimming pools, BBQ’s and “Bombs bursting in Air”! It is all about some history to read, flag facts, National Parks, National Monuments, Memorials, and a must see fireworks to share. We probably also have mom’s apple pie to bake, holiday craft to make, pictures for kids to color, and summer recipes to grill. And, for those of us who have our CPWHRWF cookbook, “The Hungry Elephant” , this is a good time to chose a recipe out of over 260 pages, cook or bake out of a variety of special selection. Now for those who do not have this cookbook, well, you can borrow one or hope that we will do another one again or get to print a second edition of this one. With pouring yourself a cold one, let us all join, wherever we may be for the birthday celebration, with fun holiday things for you, your family and friends!

Next, I wish to remind all of you of the special Thursday July 16, 2009 Reception and Dinner in honor of 40 year celebration in public service presented by the Republican Party of the Los Angeles County to LA County Supervisor Michael D. Antonovich, to be held at the Glendale Hilton Hotel, 100 West Glenoaks Blvd., in Glendale. We honor Supervisor Antonovich in every way with gratitude and respect for his long time service and support in our County. There is a cost of $ 250.00 per ticket!

Though we will not have a board meeting, nor a general meeting in July or August at the Radisson Hotel, we will have the traditional gathering at Cheryl Sullivan’s home with Councilman Dennis Zine on July 23rd, 2009, - a Thursday evening.

July 4th has arrived and I ponder its significance with a grave and profound sense of respect for the necessity of a moral defense of the United States of America.

It is a blessing to live here and it is my responsibility to do what I can to preserve that which this country was created to protect: the sovereign right of the individual to life, liberty and the pursuit of happiness.

The proper role of government is to protect these rights, i.e., individual rights. It goes without saying that these rights have been eroded - little by little - over the course of the past 200+ years. The 2009 Tax Day Tea Parties reflect an outrage by many of us because we are feeling particularly threatened by recent legislation.

Just a few days ago, we saw the House pass Cap and Trade legislation by a 7 vote margin. Thousands of people called their Congressmen and Congresswomen jamming phone lines at the Capitol telling them to vote "No" on HR2454. This 7 vote margin was the result of Republican "Yes" votes that in the final analysis went along with the Democratic majority. The betrayal that some have expressed publicly is felt by thousands of us and has left us with the question: "What has happened?"

The next step we will closely observe is the review, debate and vote of this very legislation by the Senate.

We have watched Washington take over so many aspects of our lives. The power grab has been "justified" by any of the following: we the people are considered to be too selfish, too irresponsible, incapable of making proper choices regarding automobiles, health insurance, health care, light bulb purchases, we are not smart enough to read the fine print on our mortgage financing documents, we need to be protected from each other, we can't handle guns, we must pay for our neighbors' Social Security, Medicare, Medicaid, or anything else that is the government's latest "public interest".

We all know that elections have consequences. The best news of all is that this presidential election has rallied an enormous cross section of the population and caused an increasing number of voters to question themselves and their vote this past November. America is at a crossroads this July 4th and we will observe whether or not she has the numbers and the moral fortitude to overcome decades of government intervention into the individual lives of each and every one of its citizens

There are looming international threats to our country, but there is a fight going on within our borders that threatens the very survival of the individual. We were not meant to be a dependent society. Our destiny was not to coerce one another. If the individual does not survive this latest onslaught, the United States of America will be forever altered. But it is not enough to fight against what the government has done and continues to do.

The only way to protect the individual's political right to life, liberty, his property and his right to pursue his own happiness is to proudly proclaim the morality of this position.

As Americanism chairman, I don’t know if it is very "American" of me to write about Saul Alinsky But I love our country, and I am concerned about what is happening; so here goes… The Alinsky Administration

Barack Obama may never have met radical organizer Saul Alinsky, but he was mentored by many who were schooled in the Alinsky principles of community organizing. Reading Alinsky’s book, Rules for Radicals, one gets a clear picture of Obama’s world view, and it’s both illuminating and worrisome.

One of Alinsky’s first lessons is: “Radicals must have a degree of control over the flow of events.” One can’t deny that Obama has dominated the news by unveiling a new initiative or giving a major speech on almost every weekday of his presidency. The constant parade of events large and small ensures that whenever unpleasant news arises and overtakes the desired message — think of Tom Daschle’s withdrawal, the Air Force One photo op, or North Korea’s missile launch — it leads the news for only a day. For contrast, consider what happened when the photos of the Abu Ghraib prisoner abuse appeared: As American Journalism Review reports, they “dominated the headlines for a month. Day after day, top national newspapers brought to light new aspects of the debacle on their front pages.”

When Obama announced a paltry $100 million in budget cuts, and insisted this was part of a budget-trimming process that would add up to “real money,” he clearly understood that the public processes these numbers very differently from the way budget wonks do. Alinsky wrote: “The moment one gets into the area of $25 million and above, let alone a billion, the listener is completely out of touch, no longer really interested, because the figures have gone above his experience and are almost meaningless.”

Obama insists that he doesn’t want the government to run car companies, but he has fired CEOs, demonized bondholders, ensured the UAW gets the sweetest deal, and guaranteed warrantees. He insists that he doesn’t want to run banks, but his Treasury Department hesitates to take back some of the TARP funds that give them influence over bank policies. He’s critical of Wall Street, but he signed off on Treasury Secretary Tim Geithner’s remarkably generous plan to give hedge funds and private investors a low-risk, high-reward option on toxic assets. Much of this is explained by Alinsky’s epigram, “In the politics of human life, consistency is not a virtue.”

During the campaign, Obama’s critics marveled at how quickly the candidate threw inconvenient friends, allies, and supporters under the bus once they became political liabilities. But it is unlikely that Obama would consider any of this a character flaw; instead, it is evidence of his adaptability and gift for seeing the big picture. Alinsky sneered at those who would accept defeat rather than break their principles: If you win, no one really cares how you did it.

Moderates thought they were electing a moderate; liberals thought they were electing a liberal. Both camps were wrong. Ideology does not have the final say in Obama’s decision-making; an Alinskyite’s core principle is to take any action that expands his power and to avoid any action that risks his power.

As conservatives size up their new foe, they ought to remember: It’s not about liberalism. It’s about power. Obama will jettison anything that costs him power, and do anything that enhances it. But Alinsky’s influence goes well beyond Obama, obviously. There are many wonderful Democrats in this world, but evidence suggests that rising in that party’s political hierarchy requires some adoption of a variation of the Alinsky philosophy: Power comes first. Few Democrats are expressing outrage over Nancy Pelosi’s ever-shifting explanation of what she knew about waterboarding. Those who screamed bloody murder about Jack Abramoff’s crimes avert their eyes from John Murtha. The anti-war movement that opposed the surge in Iraq remains silent about sending additional troops to Afghanistan. Obama will never get as much grief for his gay-marriage views as Miss California.

It’s not about the policies or the politics, and it’s certainly not about the principles. It’s about power, and it has been for a long time.

We do a little something different each month – sometimes stuffing the bags each with a blanket and stuffed animal and other goodies, sometimes taking donated items out of their packaging, sometimes making blankets. All are easy jobs, and we feel so rewarded because we know that some unhappy, in crisis child will have a little comfort by receiving the BAG.

We gather at 8:45 a.m. at multiple locations, so be sure to call Cheryl to determine the best location for you.

Maybe you would like to donate an item. Last month we took out with us a whole bunch of sample soaps donated by one of our members. Stuffed animals, combs, brushes, notepads, pencils, crayons, sample sized shampoo all are needed on an ongoing basis. Bring them to any of our meetings.

“Do you realize that in Los Angeles we will be paying 9.75% sales tax and maybe even higher? Do you think that is too high?” (Maybe your friends won’t think that is too high, but I doubt it.) “Well, Republicans don’t think raising taxes is the way to go.”

Friendly conversation is the way to convert. Then get them to change their registration. Registration forms are found at the Post Office and the DMV.

Tea Party Patriots is organizing more than 220 national tea parties scheduled for Independence Day weekend that will focus on the following three principles: fiscal responsibility, limited government and free market. In addition to protesting excessive government spending, Kremer said the organization will also emphasize citizen opposition to government-run health care.

"The administration is ratcheting up its rhetoric on pushing through its 'health care reform,'" Kremer said. "We can have tea parties until the end of time, but we need to be effective. We're using our tea parties as a platform and an opportunity to educate people about what is going on with this and why we are opposed to government-run health care. If the government gets involved and imposes any kind of governmental health care, it is intrusive into our lives, and it will absolutely affect the free market."

John Ziegler returns to airwaves on KGIL

This will be the station's only local show, which could be considered quite an achievement for the former KFI (640 AM) evening host.

PROP 13 MYTH DEMOLISHED

 


DEMOLISHING THE PROP. 13-IS-THE-DEVIL MYTH ONCE AND FOR ALL

According to the newsrooms and editorial boards of the L.A. Times and the Sacramento Bee -- heck, even according to the Bee's cartoonist -- Proposition 13 is the devil. The 1978 voter initiative limiting increases in property taxes has so reduced revenue that it has hollowed out vitally needed public services and played a key role in the state's descent into utter dysfunction, blah blah blah blah.

The Times and the Bee folks aren't just saying this as yet another rhetorical salvo in their never-ending push for higher taxes, right? Surely they have hard proof on their side, right?

Wrong. Dead wrong. Utterly wrong. Mind-bendingly wrong. So wrong as to be downright mendacious.

Remember, Prop. 13 is not a hard cap of property taxes. Levies are adjusted to current market value when property changes hands. And that happens all the time.
According to the latest info from the Board of Equalization ,total property taxes collected in 2006-07 were $43.16 billion.

The oldest property tax stats I could find were for 1980-81, from caltax.org. That year, property tax revenue was $6.36 billion.

So since shortly after Prop. 13's adoption, property tax revenue increased by 579 percent. That is not a typo. It went up 579 percent.

During the same span, population went from 24 million to 38 million -- an increase of 58 percent.

As for inflation, as of January 1981, the rough midpoint of the 1980-81 fiscal year, the Consumer Price Index -- which gauges inflation -- was 88. As of January 2007, it was 202.4. That is a 133 percent increase.

So property tax revenue has increased by more than triple the combined rate of inflation and population growth -- 579 percent versus 191 percent.

Oh, yeah, Prop. 13 is the devil. Prop. 13 is our biggest problem -- not the state's inability to live within its means. Why? Because we say it. Who cares what the numbers show? Numbers are for nerds.
All right, let's bring in some "context" -- the favorite claim of those who dismiss plain facts is that the numbers are not being discussed in "context." According to LAO's wonderful searchable budget database, in 1980-1981, the total of all general and special fund revenue for the state of California was $22.1 billion. For 2006-07, it was $120.7 billion. That is an increase of 555 percent.

You follow? PROPERTY TAX REVENUE WENT UP FASTER THAN OTHER SOURCES OF REVENUE!

If this doesn't bury the Prop.13-is-the-devil lie, nothing will.

But it won't. The L.A. Times and Sac Bee are committed to this narrative, come hell or high water. The former is what taxpayers face if they get their way.



California, feds at odds over Delta smelt

California water officials are fighting back against federal protections for an iconic Delta fish, a tactical shift that threatens to derail a cooperative attempt to fix the state's water problems.

In a petition filed with the U.S. Fish and Wildlife Service Thursday, the state Department of Water Resources argues rules should be changed because new research suggests a separate group of threatened Delta smelt has taken refuge on Liberty Island and is unaffected by water operations.

If successful, the state would avoid future releases of hundreds of thousands of acre-feet of water for the benefit of the tiny fish – water that could otherwise meet needs of users throughout California.

Liberty Island at the southern end of the Yolo Bypass, along the Sacramento River near Rio Vista, is owned by the Trust for Public Land. Its levees are breached, allowing tides to wash over the island, creating feeding and resting habitat.

New findings by DWR and state Fish and Game biologists indicate the flooded island is a year-round haven for some smelt, said DWR Deputy Director Jerry Johns. This may make the population more resilient than previously believed and less dependent on freshwater flow rules.

The research is unpublished and ongoing, he said.

The federal rules, called a biological opinion, govern water management in the Sacramento-San Joaquin Delta to prevent smelt from being killed in water export pumps. The rules were revised six months ago in response to a lawsuit by environmental groups.

DWR objects to a particular fall condition that could require as much as 400,000 acre-feet of water to be released from its Oroville Reservoir to create downstream flows beneficial to smelt. That's enough water to serve 1 million households for a year.

"The water supply impacts to us are dramatic," Johns said. "We think this idea of creating habitat is a much more effective way to address the Delta smelt issue than throwing a bunch of water at it."

The fall rule won't affect water supplies this year. It only applies in a fall season following a wetter-than-normal winter – expected in one of five years.
Environmental groups criticized DWR's petition.

"The reason DWR would think tidal marsh is good for Delta smelt is that it doesn't involve water," said Tina Swanson, executive director of the Bay Institute, a plaintiff in the original lawsuit to protect smelt. "The important habitat for them is not tidal marsh. What Delta smelt need more than anything else is water."

This was supported by Bill Bennett, a UC Davis ecologist and leading smelt expert. He doubts the smelt on Liberty Island are a distinct group and said the island's importance to smelt is not new information.

"Their population tends to be dictated more by how much outflow there is, where it is and the movements the fish make in response," he said.
The smelt, a native fingerling that lives for only one year, is considered a bellwether for the Delta ecosystem. Its population has plunged since 2001 from a combination of water diversions, pollution and foreign species.

Fisheries experts fear the smelt is on the verge of extinction. They warn more extinctions and serious water quality problems will follow.

"We really do want to protect Delta smelt," said Johns. "We just think there's a better way to do this."

Critics say DWR's petition conflicts with other aspects of its Delta water strategy. They call it ironic, given that the Delta Vision Task Force appointed by Gov. Arnold Schwarzenegger recommended greater fall flows to help smelt.

The governor also ordered a statewide water conservation strategy. Recently released in draft form, it finds modest efforts could conserve 1.7 million acre-feet every year, or four times more than the potential smelt-related pumping losses.

The agency wants to build a water canal around the Delta through a process called the Bay-Delta Conservation Plan. If adopted as planned in 2010, it would replace the federal rules contested by DWR with a broader multi-species restoration program.

Environmental groups are collaborating on the plan, though the alliance is fragile and most have not taken a stand on the canal.

As part of the plan, DWR would commit to help restore 55,000 acres of tidal marsh habitat like that on Liberty Island. But the draft now being discussed would not create any of this new habitat until 10 years after the plan is adopted.

"This kind of behavior by the agency is not something that generates trust and goodwill among the parties that are currently negotiating with them," Swanson said. "We are very disappointed in this."

Fish and Wildlife Service officials had no specific comments on DWR's petition because they are still studying it.

McCLINTOCK ON CAP AND TRADE

 


Rep. McClintock gave the following floor speech in opposition to the Cap and Trade legislation on June 26, 2009.

Three years ago, I stood on the floor of the California Senate and watched a similar celebration over a similar bill, AB 32. And I have spent the last three years watching as that law has dangerously deepened California's recession. It uses a different mechanism than Cap and Trade, but the objective is the same: to force a dramatic reduction in carbon dioxide emissions.

Up until that bill took effect, California's unemployment numbers tracked very closely with the national unemployment rate. But then in January of 2007, California's unemployment rate began a steady upward divergence from the national jobless figures. Today, California's unemployment rate is more than two points above the national rate, and at its highest point since 1941.

What is it that happened in January of 2007? AB 32 took effect and began shutting down entire segments of California's economy. Let me give you one example from my district. The City of Truckee, California was about to sign a long-term power contract to get its electricity from a new, EPA-approved coal-fired electricity plant in Utah. AB 32 and companion legislation caused them to abandon that contract. The replacement power they acquired literally doubled their electricity costs.

So when economists warn that we can expect electricity prices to double under the cap and trade bill, I can tell you from bitter experience that in my district, that's not a future prediction, that is an historical fact.

Gov. Schwarzenegger assured us that AB 32 would mean an explosion of new, green jobs -- exactly the same promises we're hearing from cap and trade supporters. In California, exactly the opposite has happened. We have lost so many jobs that the UCSB economic forecast is now using the D-word – Depression – to discuss California's job market.

M. Speaker, the Cap and Trade bill proposes what amounts to endlessly increasing taxes on any enterprises that produce carbon dioxide or other so-called greenhouse gas emissions. We need to understand what that means. It has profound implications for agriculture, construction, cargo and passenger transportation, energy production, baking and brewing – all of which produce enormous quantities this innocuous and ubiquitous compound. In fact, every human being produces 2.2 pounds of carbon dioxide every day – just by breathing.

So applying a tax to the economy designed to radically constrict carbon dioxide emissions means radically constricting the economy.

And this brings us to the fine point of it.

When you discuss the folly of the Hoover Administration – how it turned the recession of 1929 into the depression of the 1930's, the first thing that economists point to is the Smoot-Hawley Tariff Act that imposed new taxes on over 20,000 imported products. Waxman Markey is our generation's Smoot Hawley. In fact, it's worse because it imposes new taxes on an infinitely larger number of domestic products on a scale that utterly dwarfs Smoot-Hawley.

Let's ignore for the moment the fact that the planet's climate is constantly changing and that long term global warming has been going on since the last ice age. Let's ignore the fact that within recorded history we know of periods when the earth's climate has been much warmer than it is today and others when it has been much cooler.

Let's ignore the thousands of climate scientists and meteorologists who have concluded that human-produced greenhouse gases are a negligible factor in global warming or climate change.

Ignore all of that and still we are left with one lousy sense of timing. In the most serious recession since the Great Depression – why would members of this house want to repeat the same mistakes that produced that Great Depression? Watching how California has just wrecked its economy and destroyed its finances, why would they want to do the same thing to our nation?

First, our planet will continue to warm and cool as it has been doing for billions of years.

Second: Congress will have delivered a staggering blow to our nation's economy at precisely that moment when that economy was the most vulnerable.

As if the liberal media monopoly wasn't already powerful enough, the Obama Administration is now looking to silence conservative talk radio in such a deceptive way that even the Fairness Doctrine doesn't look so bad anymore.

Rush Limbaugh, Mark Levin, Sean Hannity, Laura Ingraham, and all of our conservative hosts will soon take orders from the White House if Barack Obama has his way.

Here's how:

Barack Obama has ordered his FCC Chairman to create its first "Diversity Committee." This so-called "Diversity Committee"—which is made up of a diverse crowd of left-wing radicals and politically correct liberal trouble makers—will now be given federal authority to determine who can own a radio station and what voices can be heard.

The Obama censorship plan will give our enemies the unilateral authority to make talk radio as diverse as MSNBC television's Keith Olbermann, Chris Matthews, and Rachel Maddow lineup. This is not the America that we know, and not the country that the Founding Founders envisioned when they wrote the First Amendment!

Many have continued to call Barack Obama a Socialist for taking over the banks, the auto makers, the housing market, and just about every other economic entity he wishes.

It is not surprising that the Obama Administration is taking its socialist propaganda tactics to the airwaves and talk radio by allowing the government to decide who can own a station and which hosts they can hire. If they control the economy and media, what is left for the people?

Republicans Form 'Media Fairness Caucus' to Fight Liberal Bias

A dozen Republican members of Congress have formed the “Media Fairness Caucus,” the group’s chairman, Rep. Lamar Smith (R-TX) announced on FNC’s America’s Newsroom. Smith told FNC co-anchor Bill Hemmer that the problem of liberal journalists skewing the information reaching Americans is a worse threat than “a recession or another terrorist attack,” and said his group’s goal would be to “encourage the media to adhere to the highest standards of their profession and to provide the American people with the facts, not tell them what to think.”

“The Media Fairness Caucus will point out unfair stories, meet with members of the media, and write op-eds and letters to the editor to highlight media bias. For the past two years, Smith has conducted his own campaign against unfair coverage in weekly one-minute speeches on the House floor. The caucus is intended to broaden and fortify the effort.”

Plan Costs Over $1 Trillion and Will Force 23 Million Out of Their Current Plans.

Once Again, Obama and Ted Kennedy's public option healthcare plan brings the federal government into your doctor's office.

Even the non-partisan Congressional Budget Office reports:

The Democratic plan will cost taxpayers at least $1 trillion;

The legislation will leave at least 36 million Americans uninsured; and

The proposal will force at least 23 million Americans to give up the health coverage they currently enjoy.

And Democrat Senator Kent Conrad (D-ND) admits the White House does not have enough votes to pass their big government plan. Although Obama has promised to work with Republicans on this issue, that remains to be seen.
