During the morning, Pat Milham and Janet Fisher will explain the pros and cons of the Propositions which will be on the ballot in November, so you may want to bring your voters guide or paper along to take notes.
Our afternoon speaker will be Peter Bylsma, Executive Director of the Los Angeles County Lincoln Clubs. The Lincoln Clubs were founded in 1978 and their some 200 members include elected officials and business and community leaders in 11 chapters throughout Los Angeles County.
Mr. Bylsma also hosts a series of weekly small group conference calls with national conservative leadership and weekly screenings of conservative films throughout this county. A native of Los Angeles and graduate of USC, he also served as Executive Director of Los Angeles Citizens Against Lawsuit Abuse. His extensive experience includes work in the consumer goods and services, entertainment, and technology fields. He is married to Sara Fischer, a motion picture executive, and the father of three children.

It already makes us look and feel like winners.

And from the President’s Perspective, I say lets make sure we win, that is “we win, they loose”-Ronald Reagan. When it came to defeating communism, President Ronald Reagan made it so simple in saying: “We win they loose”!


This should be our attitude in this very important election cycle.

We are doing marvelous in so many tasks and efforts to attempt for success.

At voter registration, we had the greatest success this year, especially the last few months and the week-end of Sept. 20 and 21st we again registered 46, 4 ladies went and did very good at the county fair voter registration.

Also several members of our club are so devoted, working hours at the headquarters, and many others are involved in many other activities in need.

Let us continue to be prosperous!

Our next General meeting, October 15th 2008 will bring to you again challenges from one of the members that will conduct the Forum, who will be asked to collect questions from the other members and then share them with the rest of those who will attend. Then our guest speaker, the Executive Director of the Lincoln Clubs will share with us his insights on several interesting issues, followed by having our own legislation chair , Mrs. Pat Milham and our Treasurer Mrs. Janet Fisher go over a number of propositions, which will be on the ballot at the November election.

There may be other surprises that could develop for the meeting, so come join us, and become part of our club, activities and fun.

This is the time when we look forward to one of our most precious rights. That is the right to vote. We all must study, compare and work at being informed so as to make an intelligent decision and give voice to our wishes by casting an intelligent vote. Many have fought and died for that right and it is never to be taken lightly. We have a government "of the people, by the people and for the people". WE are the people.

This year it seems more people are remembering this. Ashamedly, many times the voter turnout has not been high. There is evidence this may not be the case this year. In our own voter registration, we have been overwhelmed by the numbers of people asking to register. It is our duty and the duty of all those that have registered to not stop there, but to actually VOTE.

Beyond being informed, everyone must do there part to help make a successful election. Volunteer in any way you can. A democracy depends on the governed not the government. We live in a crucial yet exciting time and we can be grateful to be part of it.

As the Fall season approaches, Operation Gratitude is gearing up for their 2008 Holiday Season. This season their goal is to ship 70,000 care packages to our servicemen and women in Iraq and Afghanistan. We want to honor the men and women who have kept us safe and who have protected our freedom. I want to collect our donations for our military people at our October meeting. Items needed for these care packages are:
Individually wrapped snacks, i.e., cookies, trail mix, jerky, candy, nuts, etc.
Packs of AA batteries
Knit or crochet scarves (it is very cold in Afghanistan during the winter months)
CDs or DVDs
Caps or hats
Socks
Chapstick, roll on deodorant, toothpaste and brushes
Ready to eat tuna salad kits
Beanie Babies
Disposable cameras
Wrapped hard candy

These items, especially the individually wrapped snacks, can be purchased at either Costco or Smart and Final. They especially need wrapped candy - they use the candy in the boxes as packing material. If you have left over Halloween candy, please bring it to me at either the board meeting or November meeting and I'll get it to them. If you don't have time to shop, I will gladly accept a monetary donation and do the shopping for you.

I will have Christmas cards and letters for all members to sign at the October meeting. I have lots of Christmas cards that I hope each member will take the time to write in a short message thanking them for their service to our country, sign and give to me to be included in these packages. It means so much to these great military personnel who have been away from their loved ones for so long, especially during a holiday season, to receive a personal message from home.

Other items I collect all year are old suitcases for Haven Hills, good used twin or queen sheets in good condition, bath towels, old cell phones, empty ink cartridges. If you have any of these items to donate, bring them to a meeting or call me and I'll pick them up.

For the last 7 years, illegal immigrants attending California' public university and community college systems have been eligible for in-state tuition rates. Last week a state appellate court ruled that California was violating Congress' intention of barring illegal immigrants from a benefit reserved for legal residents.

The Illegal Immigration Reform and Immigrant Responsibility Act of 1996 says, "An alien who is not lawfully present in the United States shall not be eligible on the basis of residence within a state (or a political subdivision) for any postsecondary education benefit unless a citizen or national is eligible for such a benefit." California sought to skirt this law by granting in-state tuition to all students who graduated from and attended a California high school for at least three years.

Please phone Gov. Schwarzenneger (916) 445-2841 and urge him to VETO SB 1301 ( Gil Cedillo , D. L.A. County) which requires state universities and U. of California to provide grants, scholarships, work study programs , loans to illegal alien students.

Monday night early Tuesday morning; The legislators passed a budget with a 10 percent tax income increase but the Republicans put strings on it by making the money come back to the taxpayers in the form of a tax refund in some future period. The Democrats wanted more spending programs. The Republicans held the Democrats’ spending back. The Governor’s Budget Stabilization Account (AKA the Rainy Day fund) added into the budget but had zero teeth to enforce the spirit of a rainy day fund. It was more like an overdraft account.

Later Tuesday morning, it was clear to see that the budget was an unmitigated disaster. The Governor and the citizens of California were quite upset about the 10 percent withholding tax increase. The Democrats were still mad about the COLAs, the spending cuts and the Republicans taking so much time to caucus during the budget battle that night. Clearly upset by the Budget Stabilization Account being a paper tiger the Governor gave an ultimatum that he will use his power of veto to kill this bad budget. The Governor stated he would also veto most of the legislators’ bills on his desk.

By Wednesday, all parties knew they needed to go back to the negotiation table.

On Thursday, the final changes were made to the state budget bill. The 10 percent tax was replaced with bringing outstanding tax revenue owed to the state by increasing penalties on corporations who are late on their taxes. The legislators gave the California’s Budget Stabilization Account (AKA Rainy Day fund) a rubric of rules to make the account useful and not a paper tiger. The budget process had mid-year reduction authority with some power put back into the system. There is 1.4 billion of saving added to the budget by the cuts the Conference Committee made. 1.5 billion for Education Funding is now part of the budget.
The legislators voted on a new state budget on Friday.

The Governor signed the budget into law. This state budget has a 2.8 percent increase from last year’s budget of 101 billion to 104 billion dollars this year.

Kevin Yamamura –Sacramento Bee (September 24, 2008) reports that Schwarzenegger has also signed SB 28 - the bill prohibiting texting while driving. This will go into effect Jan. 1, 2009. Drivers caught texting while driving will face fines of $76 for a first offense, including state and local fees.

Big Government: Barack Obama and Democrats blame the historic financial turmoil on the market. But if it's dysfunctional, Democrats during the Clinton years are a prime reason for it.

But it was the Clinton administration, obsessed with multiculturalism, that dictated where mortgage lenders could lend, and originally helped create the market for the high-risk subprime loans now infecting like a retrovirus the balance sheets of many of Wall Street's most revered institutions.

Tough new regulations forced lenders into high-risk areas where they had no choice but to lower lending standards to make the loans that sound business practices had previously guarded against making. It was either that or face stiff government penalties.

The untold story in this whole national crisis is that President Clinton put on steroids the Community Redevelopment Act, a well-intended Carter-era law designed to encourage minority homeownership. And in so doing, he helped create the market for the risky subprime loans that he and Democrats now decry as not only greedy but "predatory."

The Clinton administration pushed Fannie and her brother Freddie Mac to buy more mortgages from low-income households.

The Clinton -era corruption, combined with unprecedented catering to affordable-housing lobbyists, resulted in today's nationalization of both Fannie and Freddie, a move that is expected to cost taxpayers tens of billions of dollars.

An odd thought about all these federal bailouts. I am not an economist, so I don’t really know what to do. But as far as I can tell, post-Enron accounting practices have forced the companies to value all their instruments based on mortgages at zero. Yet there obviously is still value in the underlying mortgages. IF panic doesn’t bring the whole financial system down, and IF the feds manage this intelligently, it seems to me possible that the federal government could come out just fine. They should be able to buy bad debt for a pittance and resell in better conditions. The interest rates they are charging on their “loans” are truly astronomical. There is some precedent for this in the old Chrysler deal. I am no economist, but most of them seem rather unsure when faced with reality, not computer models.

One rap on Sarah Palin's qualifications to be Vice President is that she governs one of our least populated states, with a budget of "only" $12 billion and 16,000 full-time state employees. On the other hand, it turns out that the Governor's office in Alaska is one of the country's most powerful.

For more than two decades Thad Beyle, a political scientist at the University of North Carolina, has maintained an index of "institutional powers" in state offices. He rates governorships on potential length of service, budgetary and appointment authority, veto power and other factors. Mr. Beyle's findings for 2008 rate Alaska at 4.1 on a scale of 5. The national average is 3.5.

Only four other states -- Maryland, New Jersey, New York and West Virginia -- concentrate as much power in the Governor's office as Alaska does, and only one state (Massachusetts) concentrates more. California may be the nation's most populous state, but its Governor rates as below-average (3.2) in executive authority. This may account in part for Arnold Schwarzenegger's poor legislative track record. The lowest rating goes to Vermont (2.5), where the Governor (remember Howard Dean) is a figurehead compared to Mrs. Palin.

In Alaska, the Governor has line-item veto power over the budget and can only be overridden by a three-quarters majority of the Legislature. In 1992, the year Arkansas Governor Bill Clinton was elected President, his state budget was $2 billion and among the smallest in the country. Compared to that, Sarah Palin is an executive giant.

Like Margaret Thatcher before her, Mrs Palin is coming in for both barrels of Left-wing contempt: misogyny and snobbery. Where Lady Thatcher was dismissed as a "grocer's daughter" by people who called themselves egalitarian, Mrs Palin is regarded as a small-town nobody by those who claim to represent "ordinary people".

What the metropolitan sophisticates failed to understand in the 1980s when Thatcher won election after election is even more the case in the US: most (and I do mean most) ordinary people actually believe in the basic decencies, the "small-town values", of family, marital fidelity, and personal responsibility. They believe in and honour them - even if they do not manage to uphold them.
Middle America - of which Alaska is spiritually, if not geographically, a part - builds its life around those ideals and regards commonplace moral lapses as part of the eternal struggle to be good.

The life of small-town USA is based on the principles of those Protestant colonial settlers who founded the nation: hard work, self-improvement, personal faith and family devotion. Mrs Palin speaks to and for them in a way that patronising "liberal" elitists find infuriating.

UNDER McCAIN OR OBAMA

Although we are all Republicans, many of us right-fully ponder as to what illegal immigration would be like under a President McCain or a President Obama.

We know that President Bush‘s immigration policies have been a dismal failure as he openly pandered to Mexico and Latinos. So did Clinton and previous presidents, simply ignore the problems. It wasn‘t until our huge out-cry last year that defeated the McCain/Kennedy comprehensive immigration reform bill promising amnesty, that the Bush administration became more serious on securing the southern border and carrying out interior enforcement such as raids on companies hiring illegal alien labor, de-portations, etc. President Bush even issued an executive order mandating federal government contractors to use the E-Verify data based system to ensure that the status of their workers is legal.

What can we expect under a President McCain?
During his earlier campaign months, McCain claimed he heard us loud and clear – ?secure the border first, no amnesty.

During the Republican Convention he never mentioned amnesty, but talked about treating immigrants fairly and humanely. The Convention platform emphasized border security and made no provisions for new guest worker programs. McCain would like the border state governors to certify when the border is secure.

He would:

1. prosecute bad acting employers;?

2. implement a secure, accurate and reliable electronic employment verification system to ensure individuals are screened for work eligibility in timely fashion; and

3. implement temporary worker programs to meet labor needs:

Highly skilled workers - Give opportunities to those trained and educated in the U.S. to stay and work after graduation. He would let market conditions, employer/employee demand determine the caps for H-1B visas and green cards. American workers would be given fair and adequate opportunities to apply for positions.

Low-skilled non agricultural workers - Implement usable market-based system for them to enter U.S. in orderly fashion and to return to their home countries. To allow for appropriate visa renewals and for a limited number of green cards to be issued for those wanting to remain here.

Low-skilled agricultural workers - Reform H-2A visa program to reflect market needs and protect both immigrant and U.S. workers.

Illegal Immigrants: All illegal immigrants to enroll in program to resolve their status. Background checks to identify criminal aliens for prosecution. Others to learn English, pay back taxes and fines, pass citizenship courses, guarantee that no illegal alien receive a green card before those who have been legally waiting outside U.S. Do proper accounting of social security numbers and eliminate family backlog.

What will a President Obama do?
During his campaign, Obama said he:

1. favors giving illegal aliens‘ drivers‘ licenses (2/3 of voters oppose this).

2. suggested we should be more concerned about learning Spanish than getting immigrants to speak English.

3. favors amnesty and has voted in favor of giving illegals in-state tuition, educational benefits, welfare and health care services; also voted for increases in permanent and temporary foreign work visas (H-1B).

4. favors chain migration (our exponential population growth of four-fold increase since 1960 is because of immigration) by keeping immigrant families together.

Obama would also crack down on employers and set up a system of verification of immigration status, create a secure border with support for additional personnel and infrastructure and technology on borders and ports of entry, promote economic development in Mexico to decrease illegal immigration. Illegal aliens who are in good standing will pay a fine, learn English, go to the back of the line for the opportunity to become citizens. He has supported Rep Luis Gutierrez (D-IL) Citizenship Promotion Act to ensure immigrant application fees are reasonable and fair.?

Obama is:

NOT espousing securing the border first,

ACCUSING us that we are ?scapegoating immigrants
without distinguishing between legal and illegal im-migrants, and

NOT interested in protecting African Americans who suffer from entry level job competition from illegal alien workers.

In fact Obama‘s record is so bad that Numbers USA gave him a solid F in many immigration categories.
Both Obama and McCain:

1. will increase immigration levels,

2. will not address chain migration or birthplace citizen-ship or require illegal aliens to return to their home countries and reapply from there.

3. do not address the net cost of some $90 billion that we spend annually on illegal immigration.

What we need to do:

Bad as President Bush‘s record is, DHS Secretary Michael Chertoff has been striving to build the fence and carry out raids in the workplace. The latest raid ICE did was to detain 595 illegal immigrants at Howard Indus-tries.

We need to pressure the new administration to keep this up. With a national population now at 305 million heading towards 450 million by 2050, we need to break the chain of migration and eliminate ?birthright citizen-ship.?

We hope Republicans can exercise more clout on a President McCain than on a President Obama.

(CNSNews.com) - While Democratic presidential candidate Barack Obama has vowed to make pay equity for women a top priority if elected president, an analysis of his Senate staff shows that women are outnumbered and out-paid by men.

That is in contrast to Republican presidential candidate John McCain's Senate office, where women, for the most part, out-rank and are paid more than men.

On average, women working in Obama's Senate office were paid at least $6,000 below the average man working for the Illinois senator. That's according to data calculated from the Report of the Secretary of the Senate, which covered the six-month period ending Sept. 30, 2007. Of the five people in Obama's Senate office who were paid $100,000 or more on an annual basis, only one -- Obama's administrative manager -- was a woman.

The average pay for the 33 men on Obama's staff (who earned more than $23,000, the lowest annual salary paid for non-intern employees) was $59,207. The average pay for the 31 women on Obama's staff who earned more than $23,000 per year was $48,729.91. (The average pay for all 36 male employees on Obama's staff was $55,962; and the average pay for all 31 female employees was $48,729. The report indicated that Obama had only one paid intern during the period, who was a male.)

McCain, an Arizona senator, employed a total of 69 people during the reporting period ending in the fall of 2007, but 23 of them were interns. Of his non-intern employees, 30 were women and 16 were men. After excluding interns, the average pay for the 30 women on McCain's staff was $59,104.51. The 16 non-intern males in McCain's office, by comparison, were paid an average of $56,628.83.

Barack says we need to have a conversation about race in America? Fair enough But this time, it has to be a two-way conversation. White America needs to be heard from, not just lectured to. This time, the Silent Majority needs to have its convictions, grievances and demands heard. And among them are these:

First, America has been the best country on earth for black folks. It was here that 600,000 black people, brought from Africa in slave ships, grew into a community of 40 million, were introduced to Christian salvation, and reached the greatest levels of freedom and prosperity blacks have ever known.

Wright ought to go down on his knees and thank God he is an American.

Second, no people anywhere has done more to lift up blacks than white Americans. Untold trillions have been spent since the '60s on welfare, food stamps, rent supplements, Section 8 housing, Pell grants, student loans, legal services, Medicaid, Earned Income Tax Credits and poverty programs designed to bring the African-American community into the mainstream.

Governments, businesses and colleges have engaged in discrimination against white folks -- with affirmative action, contract set-asides and quotas -- to advance black applicants over white applicants.

Churches, foundations, civic groups, schools and individuals all over America have donated their time and money to support soup kitchens, adult education, day care, retirement and nursing homes for blacks.

We hear the grievances. Where is the gratitude??
Barack talks about new 'ladders of opportunity' for blacks.

Let him go to Altoona? And Johnstown, and ask the white kids in Catholic schools how many were visited lately by Ivy League recruiters handing out scholarships for 'deserving' white kids.? Is white America really responsible for the fact that the crime and incarceration rates for African-Americans are seven times those of white America? Is it really white America's fault that illegitimacy in the African-American community has hit 70 percent and the black dropout rate from high schools in some cities has reached 50 percent?

Is that the fault of white America or, first and foremost, a failure of the black community itself?
As for racism, its ugliest manifestation is in interracial crime, and especially interracial crimes of violence. Is Barack Obama aware that while white criminals choose black victims 3 percent of the time, black criminals choose white victims 45 percent of the time?

Is Barack aware that black-on-white rapes are 100 times more common than the reverse, that black-on-white robberies were 139 times as common in the first three years of this decade as the reverse?
We have all heard ad nauseam from the Rev. Al about Tawana Brawley, the Duke rape case and Jena . And all turned out to be hoaxes. But, about the epidemic of black assaults on whites that are real, we hear nothing.

Sorry, Barack, some of us have heard it all before, about 40 years and 40 trillion tax dollars ago.

The student, male or female, must be a graduating high school senior who will be judged on the merit of their scholarship, citizenship and leadership. One of the awards is named in memory of Marjorie Pope, a dedicated Republican Woman.

The deadline for application for this scholarship is April 1, 2009.
